Mobiles are the confusing part. Inside Argentina you dial a mobile with a 15 after the area code: 011 15 XXXX-XXXX for Buenos Aires. From outside the country the 15 is dropped and a 9 is inserted after the country code instead, giving +54 9 11 XXXX-XXXX. That is why the tool's output starts with +54-9: it imitates the international mobile format that WhatsApp and most contact apps expect.
Two limitations to know. The generator prints nine random digits after +54-9, one fewer than a complete Argentine number, so a strict length validator (which expects 10 digits after the 9, or 12 after the plus sign) will reject them. And the digits are not drawn from the real area-code table, so a generated number will not necessarily begin with 11, 351 or another assigned code. Both are fine for placeholders; if your test needs a correctly sized number, add one digit.
